[SARA-ContactAnnounce] changes to SARA membership database

Hi,

In the next update of information from the SAR Alberta membership
database you will notice some changes.  At the request of a member
(CSDA) we've implement the notion of "Response Centre" in the
emergency contact information.  A Response Centre is a location from
which a SAR organization may respond.  Most organization respond from
their home (corporate) community, but the CSDA for example responds
from both Sherwood Park (Edmonton) and Lethbridge.

If your organization also has multiple response centres and you wish
to have this represented in the emergency contact information of the
SAR Alberta membership database, please let me know.
