Notice of the 2005 Annual General Meeting - The 2005 AGM is being
held Saturday, February 26, 2005, from 10:45 a.m. till 2:30 p.m. at the
Sylvan Lake Golf and Country Club, 5331 Lakeshore Drive, Sylvan Lake. There
will be a one-hour question and answer session starting at 9:30am, immediately
before the AGM starts. All members are expected to send representation.
Meeting to include Approval of 2004 AGM Minutes, Approval of 2004 Annual
Report and Audited Financial Statement, Membership Disciplinary Review,
New Applicants for Membership, Elections, Confidence Vote, Standards, 2005
Bi-Provincial Conference.
AGM Luncheon-
Keynote speaker for this luncheon will be the Honorable Luke Ouellette,
Minister of Restructuring and Gov't Efficiency
Cost is $10.00/person for the lunch and requires reservation in advance
to Rod Dietrich (accountinggod@shaw.ca or 403-343-6219) by February 15th.
Payment required at the door. Failure to show and pay after
reservation has been received will result in that person's SAR Team being
invoiced for payment plus $5.00 penalty to cover additional administration.
Meal interest after February 15th or at the door, will be accommodated
at SAR Alberta's discretion. Fee charged is for meal only, and does
not restrict access to room.

GRANDE PRAIRIE AREA
Another function is being held on the weekend of February 26th.
The Grande Prairie Group are hosting a wilderness First Aid course, with
a practice search involving a mass casualty incident on the morning of
Saturday 26th. The ambulance service will be involved, along with
the RCMP, the county people and the fire department. In addition, there
will be representation from Technical Search and Rescue.
The rest of the course curriculum will continue for the remaining part
of the day and night, and be completed on Sunday at about three in the
afternoon. For further information, contact

2004 marks the 40th Anniversary of the National Lifeguard Program
The Lifesaving Society is Canada's lifeguarding expert. The Society
is a national charitable organization working to prevent drowning and water-related
injuries through lifeguard, lifesaving, and swimming training; safety management
standards and services; and Water Smart public education. The Lifesaving
Society certifies over 25,000 National Lifeguard Service lifeguards annually.*
Vice President, Ken Tryon with Interim Secretary, Mary-Ann Warren attended on behalf of Search and Rescue Association of Alberta, the Royal Lifesaving Society Canada, Alberta and Northwest Territories National Lifeguard Service 40th Anniversary Banquet on February 4, 2005 in Edmonton. As guests of the Society, Ken and Mary-Ann were treated to an elegant affair of age old tradition. The guests varied from the Society delegates to representation from many Emergency Services from Edmonton and Calgary. We thank the Society for including us on celebrating their special occasion.

Edmonton Regional SAR took part in a pilot course this February offered
by the Rescue Training Institute called SAR Medic. An intense 44 hour First
Responder course for 8 of our members that included CPR, oxygen, blood
pressure with focus on practical applications specific to SAR. For

Red Deer Search and Rescue had the honor of being asked to assist with the funerals for two of the recently slain Mounties. We were tasked with parking for both events.
The funeral for Const. Gordon was held at a Catholic Church in Red Deer. Approx 600 people attended the closed funeral along with a small contingent of media. It was a very quiet affair without much publicity.
The funeral for Const. Myrol was held the following day just outside of Red Deer. This funeral was open to the general public as well as family, friends and dignitaries. A large number of national media attended. We heard estimates of attendance being anywhere from 1600 to 3,000 people. It was originally intended to have officers parade from the edge of town to the church. Unfortunately the very high wind changed the plans at the last minute and a much shorter route was chosen.
At this time, Red Deer Search and Rescue, on behalf of all those teams in SAR Alberta would like to pass on our deepest sympathy to the families, RCMP and friends of all those lost. Our hearts go out to you all. God Bless.

Congratulations to Reese Wolsey voted in by acclimation to the Vice President position as well to Ian Bullock who was appointed by the Board as Interim Secretary.
Many thanks to Chris Perrier who had given her time to SAR Alberta as President of the association. Chris resigned her duties and will not stand as Past President.
A special thanks to Brad Marshall and Mary-Ann Warren who stood in as interim Past President and Secretary to fill the necessary void of these positions.
The AGM luncheon keynote speaker, the Honourable Luke Ouellette MLA of Restructuring and Government Efficiency spoke of his association with volunteers. Residing in Pine Lake, he received a first hand look at the efficiency of volunteer SAR workers after the tornado hit Pine Lake. Being a volunteer himself, the Minister understands the difficulties and frustrations of organizations such as SAR Alberta. The Minister is open to communication from SAR Alberta and its member organizations.

I received this notice last month and after some diligent research by
our VP, Marc Pauze, it is apparent that this in fact does apply to search
and rescue operations. There is a Bill in front of parliament right
now requesting a tax deduction for those involved in volunteer emergency
service efforts. It is something that was raised last year and rejected
by a narrow margin. It has come up again. Originally this was
presented with a request of a tax deduction of $3000 for 200 logged hrs
per year. The current bill (C-273) has been amended to $500 for 50

ADVANCED MANTRACKING COURSE
South Eastern Alberta Search and Rescue is hosting an advanced mantracking course from June 9th to 12th, 2005. Tracking Levels I & II are prerequisites for the course. Letters of application for the course will be forwarded to Dave Hanna of ERI Canada.
The course will consist of three intense days of tracking and practice. Some of the instructors for the course will be Myles Jensen, Louie Kaminka, Don Hanna, and others. The course will be held in the Cypress Hills Provincial Park [near Medicine Hat].

In order to facilitate this, an email distribution list has been set up for all of the training coordinators in SAR Alberta.

We thank the Regional Directors and the SAR Groups which made a special
effort to plan events and get the information back to us. Unfortunately,
there were not enough events to warrant the Alberta Minister of Municipal
Affairs issuing a press release to reaffirm SAR Day. The Municipal
Affairs Communications Branch said the number of events represented only
about 12% of our regular membership. Next year we hope groups will
plan early and send details to the Communications Committee at least a
month ahead. You can have any type of event, such as: displays, demonstrations,
exercises or fund raisers, in malls, recreational areas or any other place
frequented by the public. Remember this is a chance to get free province-wide
publicity for your group, or region if you choose to do it that way.
SAR Alberta was picked by the CRA, charitable organization section,
for an audit of their 2003 & 2004 accounts. We will probably
receive the results around the end of May. 12, 2005.
In accordance with the SAR Alberta bylaws, the Board of Directors will
meet at 12:00 noon, on the following dates at the same location as last
year, the Security Building at the Michener Centre in Red Deer:
? Saturday, June 11, 2005;
? Saturday, Oct. 01, 2005;
? Saturday, Jan. 21, 2006;
? Saturday, Mar. 18, 2006;
? AGM - Apr/May. 2006 (TBA)
The list of training courses under the AMA Training Grants on our website

CALSARA has 5 members of their Mountain Bike team going to the Washington
State SAR Conference held in Leavenworth, Washington, to present a workshop
on Mountain Bike SAR basics. When they return May 23 2005, they have promised
SARA Happenings a report for the next newsletter.

CALSARA BIKE TEAM AT WASHINGTON SAR CONFERENCE
On May 18th, the CALSARA Bike Team left for the 2005 Washington State Search and Rescue Conference in Leavenworth, Washington hosted by the Chelan County Sheriff's Office Special Operations Search and Rescue. Attendees included Mark Demong, Trevor Finlayson, Norm Keeler, Grant Mac Donnell, and Melinda Mac Neil.
CALSARA hosted three sessions on their Mountain Bike Team, one of the few mountain bike SAR teams in existence. Included were a brief history of the CALSARA bike team, basic nutrition and fitness information, equipment used, CALSARA bike training, mechanical skills, riding skills, and mountain bike search techniques. Each session consisted of a half hour power point presentation followed by a practicum, including safety checks of equipment (demo/return demo), slow riding skills (demo/return demo), and a mock search on trails to apply bike search theory.
The classes were well attended and there was much interest in the team. Team members demonstrated their riding skills on a marked course and then invited class members to partake in the skill, offering tips and suggestions for improvement. SAR groups were impressed by the professionalism of the CALSARA Bike Team, the uniforms, equipment, and training provided. We feel this conference to have been a great success for CALSARA, Alberta, and Canada SAR. Felling privileged to have been part of such a conference, the team returned to Calgary, AB on May 22, pleased with their impact on other SAR organizations.

Hi All:
This is our regular mailing intended to improve communication
within the Search and Rescue community in Alberta. It is going to almost
300 e-mail addresses that are listed as the primary contact of SAR Alberta
member groups or which were requested to be added to the mailing list.

PRIVATE SEARCHES
Pincher Creek SAR is reexamining its policy on when or whether it will
perform a search on the family's behalf when the tasking agency has declined
to continue or to start a search for various reasons. We'd like to
hear from other SAR groups. How does your group handle this issue
(both those that will and won't respond)? If under some circumstance
you would respond, do you somehow arrange WCB coverage for an injury? Please
respond to Brett Wuth, wuth@acm.org . I'll keep your response
anonymous if your group isn't ready to publish its policy, but I'll provide
a summary of the responses I get to anyone else that requests it.
FIRST ANNUAL PIGEON/ZEINER PROVINCIAL TRAINING EXERCISE
Note the dates – this weekend, July 16, 17, 2005
Who: Red Deer Search and Rescue in conjunction with the
RCMP, Bell Campground.
What: An interprovincial, interagency training exercise.
Where: Pigeon Lake Provincial Park and Zeiner Campground. 45 km west
of Wetaskiwin on Hwy. 13 and 10 km north on SH 771.
Why: To Celebrate Provincial Park Day in Alberta, Bell Campground has graciously extended this invitation to allow emergency agencies to train. This will promote public awareness of campgrounds, RCMP, Search and Rescue, Conservation Officers and other agencies’ roles in parks, disasters and searches. It allows for public participation, opportunity for all agencies to spend time working together and will foster an easier working relationship. It is also an opportunity for families to have a relaxing weekend together and to gain an understanding of what is involved in responding to these emergencies.
Costs: Bell Camping and Parks Alberta have waived all site fees for members involved in this exercise. An unserviced group area has been reserved. Should you want a serviced site, please state that when making your reservations, you will pay full fess for this. When registering, please advise them that you are spending the weekend for the training to benefit from the reduced rate. There is a concession on site as well as showers, wood at $7.00 a bag. You are welcome to bring wood should you wish to, but supporting the campground would show our appreciation.
This training is open to all search teams, dog teams, RCMP (non search members more than welcome), search dog associations, EMA, Forestry, Conservation Officers and any other agency that deals with disasters. Please feel free to bring your command post as it will be utilized.
