I really felt the weekend was a great success even though this may not be shared by some in attendance. My reason is simply this, there was much discussion, sometimes heated or rather verbal I admit however, discussion none the less, that in my opinion is what is the biggest challenge with this organization and every other organization for that matter , communication. We had lots of communication over the week end and hope to be sending out a report and notes on all of it early in the new year so watch for it and I challenge you all to learn from it and get involved with it. As a member of the SAR Alberta Board I am proud of what we are trying to accomplish and what we have accomplished there is much happening since I have been involved. It may be moving slowly but that is how change occurs some of the time and we need to be supportive and patient. We all need to remember that each and every one of us are volunteers and we should be commended for a job well done. It is not easy to sit at the head of any organization, some times it is down right scary and overwhelming. I welcome any input, be it concerns, suggestions, criticisms or kudos, does not matter all of it is good in my opinion. Also there are still several vacant spots on this Board as well as much committee work to be accomplished. Let me know if you wish to become more involved in any way. SAR Alberta as a whole can all function better if the load is shouldered by more passionate SAR volunteers. I want to thank also all the folks that have stepped up to help already and for all the good work you do, I do appreciate it. So I will leave you with this Chines Proverb I found: Do not Fear going forward, slowly leaving the past behind, fear only to stand still. You can see whom ever you want to as the boss, it has some great insights. "Organizations work fine. It's people who screw 'em up." (Kevin Burns) It is true though isn't it? Almost without exception, every single problem in every single business is created by a person. If you could just take the people out of your organization, you would eliminate almost every single problem that you, as a boss, are forced to deal with. Think of how much more you could get done if there weren't "people" problems to deal with. You could probably reduce your hours to part-time status and still get the job done if there weren't people to deal with. Well good luck with that one. There ARE people to deal with. These are the same people you have either hired or at least had a hand in getting hired. These are your people. Without them, you wouldn't be needed. Thank your lucky stars for "people" problems. It's one of the things that keeps you, the boss, working. So since you've hired people to help you do the job, perhaps you could cut them a little slack and treat them like, well, treat them like they are valued by you. How would you want to be treated if given the same job and responsibilities? C'mon, it's not that hard to figure out. You'd like to hear an occasional, "Good job," or "Thanks," or "What would we do without you?" It's pretty simple. We all want to know how we're doing so it becomes your job, as a boss, to make sure that your people are not only given the coaching they require, but even an occasional bit of praise wouldn't hurt either. I can guarantee that if you choose to praise your people on a regular basis, they will actually do more for you. How is that possible? When people take ownership of their work, they take pride in the workmanship. How can you get them to take ownership? Make a few heartfelt positive comments about their quality of work and watch the quality improve. People like to know that they are valued. The more you praise them, the more they are likely to perform for (not you) themselves. You get to take credit for a well-run and high-quality department. All it takes is a little positive reinforcement once in a while. Treat your people like the valued people that they are. Your company's work wouldn't get done without them. And if you don't value their work, then one of two things is taking place: either they don't want to work for you or you hired the wrong people. Either way, they are not to blame - you are. You obviously don't know how to hire properly or can't coach worth a damn. Either way, the coach (boss) needs to be fired then. Connect with your people on a personal level and they will begin to take their work and work ethic personally. When it gets personal, pride gets involved. When pride is involved, the quality of work has a much better chance of being top-notch. Your people are both your most important asset as well as your greatest liability. Your job, as a boss, is being able to differentiate the two. If you can't differentiate the two, then your people aren't the problem. Hi everyone, I'd like to wish Paul Olmstead all the best in the future as he moves on to his new home and role in emergency management for Nova Scotia. Paul stepped down as Provincial Training Coordinator as of Nov 17. Paul has dedicated much of his life to search and rescue in Alberta, ranging from serving as President of SAR Alberta, to the teaching and development of courses such as Civil Emergency Response, to serving for the past number of years as the Provincial Training Coordinator and working with all of the groups to meeting their training objectives with the assistance of the SAR training grants from EMA. His efforts and dedication will be missed! Discussion at the Nov 17, 2007 Fall General Membership meeting indicated that there should be a call for candidates (to provide others the opportunity to make their interests known) and consultation with the SAR Alberta Board on the appointment. After subsequent discussion, one of the member groups put forth a motion to appoint me as the Interim Provincial Training Coordinator to facilitate this - so here I am - til Dec 20 at which time the SAR Alberta Executive will be appointing a new provincial training coordinator (details to follow in subsequent email). For your information, the current provincial training committee consists of Rodney Dietrich (ex-officio), Cindy Heselton (Interim Coordinator), Michelle Maschke, Louise Allchurch, Lisa Martinuk, Spencer Manweiller, and Fred McFalI. Please note that these people are working on behalf of ALL groups and are not necessarily representing any particular region. I sincerely apologize for this but I may not be able to obtain all of the information submitted to Paul Olmstead on your preferences for courses funded by a an anticipated 2007-2008 SAR Training Grant for course delivery in 2008-2009. Therefore, I will be requiring that they be resubmitted. The key opportunity in re-submitting is that groups can forward requests for courses that may not have been covered under previous grants. Be prepared to provide a BRIEF statement of need, as well as course information (more likely needed for courses not previously covered). Other requirements include: 1) Each submission must have TWO contacts from the group 2) We have requested that more specific information be provided on the course (actual title, estimated budget) I?ve created a WIKI http://saralberta.dnsalias.org:8080/AEMAProposedGrantCourses2007 where you can post the courses you are considering submitting or courses that members need to take but you are not able to offer. Note that you will still need to submit your information formally to the me. I've revised Paul's form based on this new information and submitted it to the provincial training committee for review. I hope to have it to you by the middle of the week. The information will then be discussed among the training committee either via email or conference call and a decision made as to who can apply for what going forward. Paul and AEMA had been discussing a new funding application process and I'm hoping to obtain details as soon as possible. Based on a brief discussion with AEMA, the application process will likely be split into a two part process - one being the submission of a Letter of Intent (to hold the course) and the other a formal application as well as an acknowledgement of compliance to adhering to the grant conditions. In preparing this, you may have to provide information on the course budget, availability of instructors, ability to fill the course, coordination with other groups (either within the region or within the province)...unfortunately, I do not yet have the details. Going forward, some of the following was discussed between Paul and AEMA...but keep in mind that some of this may not be implemented for quite some time (i.e. training grant funding available to groups in municipalities over 20,000), or at all...and some of them may be implemented this next year... Key differences likely to result in going forward with AEMA may include: PAST/CURRENT - EMA SAR Training Grant Process Funding only available to municipalities smaller than 20,000 Only formal courses eligible and these must be courses that apply to all SAR groups SAR Alberta Training Coordinator determines "who can apply for what" based on submissions received from groups Courses have maximum funding limit Submissions of budgets not required (or not emphasized) Courses must be delivered regionally (spots made available to others within the region) One signature required on application FUTURE - AEMA SAR Training Fund Process Funding available to support ALL SAR groups Courses, exercises and workshops will be considered including courses that fulfill the needs of particular groups based on their circumstances SAR Alberta Training Committee determines who can apply for what" based on submissions received from groups Funding granted based on budget submitted Courses can be delivered within group or region (some courses such as Basic SAR Skills can be easily filled internally by one group) Two signatures required on application This list may not be complete...but this will all be fleshed out as we move forward. A few groups have asked for clarification on the appropriate use of the monies provided by the provincial SAR Training Grants so I have compiled the following information: Grant monies must only be applied to the actual delivery of the approved course and cannot be used to purchase equipment that will remain in use after the course is completed. Examples of costs applicable to the grant include (but may not be limited to): Instructor fees and expenses Training facility rental/booking fees Course manuals and documents (includes training materials for instructor level courses) Course materials that are consumed during the course delivery (i.e. batteries for GPS, flagging tape, glow sticks, gas used during the course for equipment, etc) Meals/refreshments during the course Student expenses (travel, accommodation, meals) to take the course Administration fees (postage for mailing course materials, certificates, etc) Sign-in sheets, other paperwork requirements (available on the AEMA website at http://aema.alberta.ca/687.cfm ) I will also try and get updated information on the SAR Alberta website. The courses MUST be completed and course receipts submitted to the sponsoring municipality PRIOR to the deadline to allow the municipality time to process it. Other conditions include: 1. Once approved, changes cannot be made to a group?s request 2. Courses delivered PRIOR to the date of the Minister?s authorization will not be eligible for grant re-imbursement. 3. Courses must be delivered and paperwork submitted PRIOR to the deadlines specified. The following was taken from the AEMA website referenced above (Note that 2006/2007 Training Grants are for courses being delivered in the 2007-2008 season.) Unfortunately, I do not have the date the grant was signed (starting date) but I will get that for you. If for some reason your group's name does not appear here, please forward your top 3 choices ASAP. Please keep in mind that a grant has not yet been announced, that the grant $$ may not completely cover all of your course costs, and that for courses that have limited offerings (i.e. Managing Search Operations), it will be expected that you will host the course for members to attend from other regions or the province as a whole. Your group will be responsible for determining a budget for your proposed course, getting instructors, facilities, registration processes etc....make sure you are capable of doing this. I also suggest that you be as specific as possible. Because of the new due diligence anticipated for AEMA, be prepared to submit course outlines/learning objectives for courses - especially if you have not been specific (i.e. Water rescue vs Royal Lifesaving Society Swiftwater Rescue Level 1 & 2) NOTE: While I encourage you to determine your capability of hosting the courses you are requesting, until the grant is announced I strongly suggest that you do not make any financial commitments else you risk bearing the full cost if the grants are not awarded or your request is not approved. Already a number of groups in northern Alberta are requesting to host a SAR Mgr course. I suggest that you communicate with each other and determine which group can offer the course for the least cost considering accessibility by members from other regions. I haven't had any requests from southern alberta for a SAR Mgr course so in all likelihood there will only be one course available....and spots would need to be allocated as fair as possible (to be determined by the hosting group) accordingly to members from various region.
