April, 2009 News Flash - Wild Rose Foundation, Budget 09 Major changes to Wild Rose Foundation grant funding The Government of Alberta released its 2009-2010 Budget, Building on Our Strength. As expected, the Budget forecasts deficits in years 2009-10, 2010-11, and 2011-12. The deficits are expected to be offset by money from the Sustainability Fund. From bogus@does.not.exist.com Mon Apr 6 09:12:10 2009 From: bogus@does.not.exist.com () Date: Mon, 06 Apr 2009 15:12:10 -0000 Subject: No subject Message-ID: discouraging, due to the severe gutting of the Wild Rose Foundation. Grant funding from the Wild Rose Foundation is being eliminated, resulting in roughly $6 million less in funding available each year to nonprofit/voluntary organizations. The Vitalize Conference, previously led by the Wild Rose Foundation, and the Board Development Program will continue as initiatives of the Ministry of Culture and Community Spirit. Other grant programs have remained essentially unaffected. The Community Spirit Donation Grant Program will receive $20 million, unchanged from last year's budget. The Community Facility Enhancement Program will receive $38 million, down slightly from $38.5 million last year. Minister Blackett has indicated that grant funding for the Wild Rose Foundation will be "combined" with grant funding for the Community Initiatives Program (CIP); in effect, Wild Rose grants are being collapsed into CIP. This would suggest that the total pool of funding for CIP would now be larger. However, this is not the case. In fact, CIP funding will also decrease. According to the Budget Estimates, CIP will receive $28 million in 2009-10, down from $29.141 million last year. The bottom line is that total grant funding to the nonprofit/voluntary sector - specifically, volunteer-engaging organizations - has decreased significantly. During an economic period when organizations are facing rising demands for their services, there will be fewer funds to go around and one less funding mechanism available. The elimination of Wild Rose Foundation quarterly grant program stands to particularly affect organizations in the human services. While other pools of funding exist for arts and culture and sports and recreation organizations through their respective Foundations, Wild Rose played a vital role in strengthening thousands of organizations beyond culture and sports and recreation. Under the new grant model there is great risk that some subsectors will be strengthened to the detriment of others. Rather than maximizing dollars collaboratively to benefit Albertans, organizations risk finding themselves fighting over limited dollars. Wait times to access CIP grants are also legendary, making it difficult for voluntary organizations to plan programs effectively. The Wild Rose Foundation has also provided a vital and rich body of expertise regarding volunteerism and volunteer-engaging organizations. Wild Rose is a big part of the reason why Alberta is admired nationally for a strong volunteer-engaging sector. There's a huge risk that this body of expertise will be lost or dispersed in the shuffle. The Wild Rose Foundation was citizen-led and Board members, current and previous, took a leadership role in moving the sector towards long-term solutions. The potential that this will be lost is troubling. As Albertans, we need more expressions of citizen engagement, not less. For many Albertans, the Wild Rose Foundation is a brand that is synonymous with the Government of Alberta, and characterizes the government's strong support for the values of volunteerism. It's important that these values are reflected in our government's public policy. Change is inevitable in any system, especially during uncertain times. But it's important that changes be implemented wisely and in consultation with the men and women who understand and lead our sector. Volunteer Alberta recognizes that these changes will have a huge impact on voluntary organizations - in both urban and rural communities. Rest assured, we will be looking for opportunities to engage the Minister and the department regarding these proposed changes. At best, we'd like to see this unilateral decision reversed. Failing that, we want to ensure that the best attributes of the Wild Rose Foundation are preserved. We first heard news of this from a friend this morning, who asked us if there was anything we knew about SAR in Japan that might be able to help. From what we know, there isn't typically an exhaustive SAR response when a person goes missing. The article below bears that out: The government normally authorizes a three-day search for a missing person. So far, there have been about 40 searchers (police, fire), search dogs, and a helicopter to respond. In this case, the government has made an exception and has authorized an additional 55 searchers for another three days. Family and friends have been worried that the search would end too soon, but they believe that US and Japanese authorities are working together with the best available resources to make this an effective search, and we certainly hope, a rescue. http://www.denverpost.com/breakingnews/ci_12264466?source=rss _____ Media Investigates Mishandling of Search Effort for Woman with Dementia In Wisconsin, the media brought to light the questionable handling of a search for a woman with dementia crying for help in the woods near her home. After a small team of deputies searched off and on for several hours, the Sheriff called off the search, stating he did not want his deputies to scare her and cause her to flee further into the woods toward a river. He also turned down at least two outside search teams that offered help. What is different about this story is that, in addition to reporting on the case, the media provided access to the full sheriff's report, his official statement and a letter from a neighbor who tried to get involved to find the woman but was turned away. The story highlights several critical aspects of SAR: 1) the need for law enforcement to be trained in searching for persons with dementia; 2) the importance of using available resources to support a search effort, and 3) the moral imperative to do everything possible within one's jurisdiction to save a life. http://www.wsaw.com/home/headlines/42228922.html _____ Using Google Earth to Solve Missing Plane Case Two and a half years after a plane went missing in Arizona it was found in a canyon recently after someone sent the family of one of the crash victims a photograph of a forest fire taken by hikers on the day the plane went missing. Using Google Earth, the family was able to pinpoint the exact area in the picture by identifying rock formations and other terrain features. To see how they did this go to http://www.n2700q.com/googleearth.html. The families have finally gotten closure after finding their missing loved ones. Building on their experience and use of Google Earth, they created MARSI (Mapped Archive of Rescue & Search Information), which they hope will be useful to help others in similar types of search and rescue efforts. http://www.kpho.com/video/19285736/index.html http://www.washingtonpost.com/wpdyn/content/article/2009/04/26/AR20090426000 77.html _____ Civil Air Patrol Says "Don't Trash the Beacon" Instead of throwing your old ELT beacon into the dump, there is a proper way of disposing of it: first, remove or disconnect the battery, then contact your local electronic waste authority on how to best dispose of it. CAP warns that if not disposed of properly, the beacon may accidentally emit a distress signal, which would trigger a response from emergency responders who are required to locate the signal. Since false alarms and emergencies are indistinguishable, an old ELT signal coming from a dump would waste valuable resources. http://www.insidenova.com/isn/news/patriot/article/civil_air_patrol_and_aopa _urge_responsible_disposal_of_old_elt_beacons/33108/ _____ Rise in More Venomous Rattlesnakes in Southern California With hiking season gearing up, a report in Scientific American offers timely information about the rise in a species of rattlesnakes in Southern California . Reports from hospitals in Southern California show a spike in incidents of serious snakebites, and scientists suspect the Southern Pacific rattlesnake. The article reports that the Centers for Disease Control and Prevention logs 7,000 reports of snakebites in the U.S. annually;15 of those result in death and about 25 percent of the survivors are left with some permanent damage. Several theories about why there is in an increase include the characteristics of Southern Pacific rattlesnakes, which tend to lay low or move away rather than hiss and rattle when confronted, therefore they are more likely to survive and move into new areas. Another factor is human migration and activity in the snake's coastal and mountain habitat. http://www.sciam.com/article.cfm?id=snake-venom-california &SID=mail&sc=emailfriend _____ New FEMA Independent Study Courses Available Online The Emergency Management Institute's Independent Study Program has launched the following new courses: IS-100.HE Introduction to the Incident Command System for Higher Education describes the history, features and principles, and organizational structure of ICS. Oops, let's attached the document this time. Hello all, Uncertain if everyone has received a copy of the below noted policy from WCB. So I thought I would try to close all the loops. This attachment will provide you with the latest policy from the Workers' Compensation Board of Alberta as it affects insurance coverage for Search And Rescue (SAR) volunteers. As noted on page 4 of 9, SAR volunteers are covered during searches, assisting in evidence searches and undergoing sanctioned training exercises. The changes to the policy became effective May 1. As you know, a lot of times there is a breakdown in communications along the way, so we are proposing that WHAT IF every team member on every team in the province provided SAR Alberta with their email addresses. Then the information could actually get to everyone. The information could include a quarterly newsletter, SARA Happenings, stats, conference info, training info and the list goes on and on. SAR Alberta - 38 teams with approximately 1500 professional volunteers - 17 associate members - removing the "what is SAR Alberta doing for me" by being able to communicate with every volunteer in the province and letting them know what we are doing and what's happening - Being able to not have communication an issue within the SAR Alberta community - PRICELESS We have already had some teams provide us their individual members email addresses - can we count on your teams support in putting the communication issue to bed..... I believe that this is something that the AEMA should be all over as priority one, if not that just goes to show us where we stand at the AEMA. As a volunteer and as president of the Sundre team I want a written, signed paper that we are covered because I am not willing to put myself or members of SVSAR in a position to get sued doing the government a favor. It would be a very hard decision not to go out on a search, because that is what we train to do, BUT the protection of the volunteer must come first. His story reads as fast-paced and intense as the effort must have been. He introduces us to Simon Donato, leader of Team Adventure Science and founder of the Canadian Adventure Racing Association. His idea was to "use hyperfit dudes on the ground, where technology turned up nil." Adventure Science was born out of the idea that adventure racers are physically fit enough to cover ground that ATVs have difficulty with, and that they can do much faster than traditional searchers on foot. And being on foot would give searchers a better chance of catching the details. When he began to think about matching adventure racers to the search effort for Fossett, it seemed to make sense, especially since the high tech method, which we've reported on in SARNews in the past, had not been successful. What made most sense was to put people on the ground in the most difficult areas. And thus, his greatest challenge was to determine a search area. To do this, he studied maps and talked with pilots, aeronautical engineers and SAR experts. He came pretty close. The whole story is absolutely worth reading - it is a great read, compelling and riveting, and reaffirms the value of people on the ground in search and rescue. http://outside.away.com/outside/destinations/200810/steve-fossett-search_2.h tml _____ Lost Person Behavior Train the Trainer Course August 14 - 18 A second Lost Person Behavior Train the Trainer Course is being offered August 14 to 18. Become certified to instruct Lost Person Behavior based upon the program developed by Robert Koester and currently used by the Virginia Department of Emergency Management's SAR program. Data to build this profile was taken from the International Search and Rescue Incident Database (ISRID). More details about Hiker behavior and statistics on where lost hikers are most likely to be found are described in Lost Person Behavior by Robert Koester. In addition to Hiker, there are 40 other behavior profiles of lost persons, based on age (e.g., children), mental status (e.g., dementia, despondent), and activity (e.g., camping, mountain biking, skiing, water-related). http://www.backpacker.com/how_where_when_hikers_get_lost/destinations/13120 _____ River Rescue 4th Edition Is Hot off the Press This edition boasts 106 illustrations and 144 photographs in 292 fact-filled pages which feature: * new photos and first-hand accounts of rescues * expanded material on big-water rescue-new gear and methods * self-rescue and rescue of others-by hand, boat, rope, and other ways * tools and techniques-rope work, throw bags, boat handling, high- and low-tech gear to use when seconds count * rescue organization-leadership, teamwork, patient care, evacuation, and more. River Rescue, by Slim Ray, has been the reference book for canoe, kayak, and raft, from beginner self-rescue to big river teamwork, since 1985. It is now available from www.dbs-sar.com. _____ Remember to Search the Residence . At Least Twice This unfortunate story, in which an elderly woman was found buried in rubble seven years after she went missing, probably does not come as a surprise to seasoned urban search and rescue professionals, but it is shocking none the less. This story can be a reminder to all search and rescue efforts to search a missing person's residence thoroughly at least twice. http://www.bittenandbound.com/2009/03/27/eunice-workman-missing-woman-lay-de ad-in-her -home-7-years/ _____ Google Latitude - Another Useful Tool to Track One's Location This software can be installed on your cell phone. You can then allow others, who you have control over selecting, keep track of where you are. For search and rescue, it could provide useful information about where a lost person is, as well as benefit search managers in keeping track of search volunteers responding to and from a search. https://www.google.com/accounts/ServiceLogin?service=friendview &passive=false&continue=http%3A%2F%2Fwww.google.com%2Fig%2Fadde%3Fsource%3Dl ato%26bpig%3D1%26ga%3Da%26moduleurl%3Dwww.google.com%2Fig%2Fmodules%2Ffv.xml _____ SAR Research in New Zealand The Search and Rescue Institute of New Zealand Trust (SARINZ) is sponsoring research for Robert Koester to develop a testing methodology and experimental protocol for determining the detection index (sweep width) for sound search and light search in New Zealand conditions. Development of these sweep width tables will support future search operations of missing/lost person(s) hopefully around the world by more accurately determining how well a search resource has searched an area or segment. This data will then enhance planning efforts by determining the optimal allocation (or reallocation) of available search assets as well as providing a scientific base for areas that should be re-searched. While almost all of the staff of dbS Productions are headed to New Zealand, phones will still be answered, emailed replied to, and orders processed and shipped (just go to www.dbs-sar.com to place your order). _____ SAR Conference Updates August Illinois SAR Conference (ISARC) August 21 - 23 ISARC will be held at Rend Lake Resort & Conference Center in Whittington, IL . However, Golden is being sued because they didn't respond in time (as considered by the family). So if we turn an unsolicited request for our services (ie. from a member of the public and not from a certifiable tasking agency) then we're still open to being sued. So, as President of Calgary's group, I too agree we need to look to AEMA to step up to plate and sort this out immediately. i have little hope for that, as these things are slow to proceed. If you are a registered society you are considered a separate legal entity - therefore your organization can be held liable for the decisions it makes (or doesn't make in the case of Golden SAR). Also, in BC there is coverage for liability for individual searchers - that means if an individual searcher is involved in an incident where there is a lawsuit the BC government's insurance will kick in to support that individual. Alberta has no insurance of that kind - teams need to check whether your insurance covers both the society and the individual members. Colin Lloyd from AEMA has asked to meet with myself and Don Drebert on June 24, I will also be meeting with himself and David Hodgins on June 26th. I became involved in search and rescue about five years ago when my wife was tasked to a search in the Rocky Mountain House area. She was not comfortable driving by herself in the foothills and in unfamiliar territory so I volunteered to drive her. Once we arrived at the scene she did what all searchers did and at the time the whole process baffled me. The RCMP took little time in putting me to work at the command post doing various tasks. On the ride home the conversation was all SAR. My wife had been involved with SAR for about two years previously so I had herd bits and pieces of the goings on. The die had been cast and the rest is history so to speak. I am now in my third term as president of Brazeau Regional SAR located in and serving Drayton Valley and surrounding areas, and currently one of the group?s three search managers. In April 2009 at the AGM of Search and Rescue Alberta I accepted the nomination for Vice President. My goal as VP is to assist the board in a consolidated effort to work with AEMA to strengthen the position of the volunteer SAR worker in Alberta. In light of the recent events that have taken place in Golden our focus has shifted slightly in that the priority has changed to ensure the protection of our volunteers. With the focus of SAR Alberta on the protection of our grass roots people we need unwavering support from all of our teams throughout the province so we can lobby the government with the confidence of a unified voice. The support of all the teams is necessary to accomplish the tasks that we have set for ourselves and as the VP I am committed and focused on the resolution of some of the past problems. The road has been a little tough to navigate with AEMA and we are gaining a better understanding in how they work and how they think we work. We will educate them on how we work in an effort to give them a better understanding of who we are and what we do and the kind of support that we require from them as our lead agency. Monica and I have meetings set up this week with the Minister of Municipal Affairs and top officials at AEMA and we will focus on cutting through red tape in an effort to make progress. In an effort to be a transparent and accountable board we will make as much information as possible available to the general membership as it becomes available. With that being said we as the executive and regional board members need to be kept in the loop about all the issues that pop up that ultimately affect the health and wellbeing of Search and Rescue Alberta and all the teams under our umbrella. With that information we can lobby the government to make changes or to provide assistance in a clear and informed manner. I have met with Cindy Heselton, the chair of the standards committee and will be working closely with the committee in a support role to provide the necessary backing that they need to do the job at hand in a timely manner. I believe that we as the executive have made it clear that we support each other and will forge ahead to accelerate the process and realize timely results. Lastly I would like thank the teams that have dropped us a line expressing their support. This is important to us at SAR Alberta to know that we have your support and that we are moving in the direction that benefits the volunteers that we represent. Thank you On behalf of Search and Rescue Alberta Don Drebert Vice President Search and Rescue Alberta 780-542-2817(h) ddrebert at telus.net -------------- next part -------------- An HTML attachment was scrubbed... Following that meeting we met with Colin Lloyd the Executive Director of Operations for AEMA. Both meetings were quite positive and there was some significant steps made to move the relationship with AEMA and SAR Alberta forward. There is still clarification that needs to happen around the insurance issue. The RCMP have noted that when tasked on an operation SAR volunteers as individuals are covered by the Crown for liability. However, there is no coverage if you are sued for not being tasked. Also, depending on how your societies bylaws are drafted your association can still be sued as a separate entity. We did present the Minister with an outline of the SARVAC insurance and the costs to administer that program if we were to apply it right across Alberta. Algoma also included the costs for extended disability coverage -------------- next part -------------- An HTML attachment was scrubbed...
