discouraging, due to the severe gutting of the Wild Rose Foundation. Grant
funding from the Wild Rose Foundation is being eliminated, resulting in
roughly $6 million less in funding available each year to
nonprofit/voluntary organizations.
The Vitalize Conference, previously led by the Wild Rose Foundation, and the
Board Development Program will continue as initiatives of the Ministry of
Culture and Community Spirit.
Other grant programs have remained essentially unaffected. The Community
Spirit Donation Grant Program will receive $20 million, unchanged from last
year's budget. The Community Facility Enhancement Program will receive $38
million, down slightly from $38.5 million last year.
Minister Blackett has indicated that grant funding for the Wild Rose
Foundation will be "combined" with grant funding for the Community
Initiatives Program (CIP); in effect, Wild Rose grants are being collapsed
into CIP. This would suggest that the total pool of funding for CIP would
now be larger. However, this is not the case. In fact, CIP funding will
also decrease. According to the Budget Estimates, CIP will receive $28
million in 2009-10, down from $29.141 million last year.
The bottom line is that total grant funding to the nonprofit/voluntary
sector - specifically, volunteer-engaging organizations - has decreased
significantly. During an economic period when organizations are facing
rising demands for their services, there will be fewer funds to go around
and one less funding mechanism available.
The elimination of Wild Rose Foundation quarterly grant program stands to
particularly affect organizations in the human services. While other pools
of funding exist for arts and culture and sports and recreation
organizations through their respective Foundations, Wild Rose played a vital
role in strengthening thousands of organizations beyond culture and sports
and recreation.
Under the new grant model there is great risk that some subsectors will be
strengthened to the detriment of others. Rather than maximizing dollars
collaboratively to benefit Albertans, organizations risk finding themselves
fighting over limited dollars. Wait times to access CIP grants are also
legendary, making it difficult for voluntary organizations to plan programs
effectively.
The Wild Rose Foundation has also provided a vital and rich body of
expertise regarding volunteerism and volunteer-engaging organizations. Wild
Rose is a big part of the reason why Alberta is admired nationally for a
strong volunteer-engaging sector. There's a huge risk that this body of
expertise will be lost or dispersed in the shuffle. The Wild Rose Foundation
was citizen-led and Board members, current and previous, took a leadership
role in moving the sector towards long-term solutions. The potential that
this will be lost is troubling. As Albertans, we need more expressions of
citizen engagement, not less.
For many Albertans, the Wild Rose Foundation is a brand that is synonymous
with the Government of Alberta, and characterizes the government's strong
support for the values of volunteerism. It's important that these values
are reflected in our government's public policy.
Change is inevitable in any system, especially during uncertain times. But
it's important that changes be implemented wisely and in consultation with
the men and women who understand and lead our sector.
Volunteer Alberta recognizes that these changes will have a huge impact on
voluntary organizations - in both urban and rural communities. Rest
assured, we will be looking for opportunities to engage the Minister and the
department regarding these proposed changes. At best, we'd like to see this
unilateral decision reversed. Failing that, we want to ensure that the best
attributes of the Wild Rose Foundation are preserved.

will be
lost or dispersed in the shuffle. The Wild Rose Foundation was =
citizen-led
and Board members, current and previous, took a leadership role in =
moving
the sector towards long-term solutions. The potential that =
this will
be lost is troubling. As Albertans, we need more expressions =
of
citizen engagement, not less. <o:p></o:p></span></font></p>
