VITAL STATS ON OPERATION OCTOPUS WHEN: October 24th and 25th - sign in will start at 0930 with the exercise beginning at 1000. There will be two operational periods of approximately 7 hours in duration - please let us know if there is a preference. Sunday a.m. will have a specific educational/training session with aims of being done by noon on Sunday to allow for travel. WHERE: Chambers Creek Group camps site located on the east side of Highway 11 approximately 35 kilometers from Rocky Mountain House (if you hit Nordegg you went too far). Camping will be available, first come first serve at the group site but other areas will be available such as Crimson Lake and Hela Ventures (some cabins may also be available). The Chambers Creek general campground is closed for the season. Further details will be forwarded on as we have them. WHO: All Alberta SAR members. Only those members with SAR Basics will be allowed in the field. Those with quads will require the safety course and appropriate gear. Any and all support and auxiliary personnel are welcome and will be used both in the exercise scenario or as logistical help for the scenario. WHY: To enhance inter-team relations and communication and to also show off the skills of the SAR community in the province of Alberta. Other important notes: * We will be taking a group break from 1700-1900 hours on Saturday to enjoy a meal together and mingle with team members as well as media and dignitaries * A pancake breakfast will be provided on Sunday a.m. for all participants * We need a team RSVP by October 5th at the latest. Any sent after that will not likely be fed. Please indicate which operational period you are available for. * There is potential for some renumeration if receipts are kept. On that same note please try and carpool etc. to decrease costs of such * Make sure to emphasize that we will be running this as a real search therefore people must come prepared for the first 24 hours. One of the main goals is to see how we can all perform on a large scale so there will be hiccups etc. That is part of the learning process. Canada Task Force2 has offered to do all of the cooking for the exercise so Rocky SAR no longer needs a caterer and is able to extend the deadline. This will also free up more money to cover expenses for those traveling to the event. A special thanks to CAN TF2 for helping out. There has been some confusion around the expenses for the event - individuals and teams wanted to know exactly what they were getting however, because there is a limited budget and we wanted as many people to participate as possible - we were waiting to see how many registered so there was an idea of how much we had left over, after meal cost etc, to pay everyone - a bit of a catch 22. Everyone is asked to keep their travel receipts. The organizing committee is meeting Tuesday and we will have more information following. Some teams and individuals have said they have not received information on this event - could you please advertise this email site and encourage your teams to get registered on it by contacting wuth at castrov.cuug.ab.ca. It is one of the key communication tools SAR Alberta has at the moment for getting information out quickly. As well, we will be redoing the website this fall so it will be more useful in the future. Consequently, the "K" Division RCMP has implemented an award program to acknowledge the contribution of Civilian Search and Rescue Volunteers to the RCMP at our detachments throughout Alberta. The award consists of a uniquely designed certificate and lapel pin which will be presented to volunteers who have completed five, ten, or fifteen years of Search and Rescue service. All Search and Rescue volunteers are eligible to apply for the award, regardless of their role with the team. The only eligibility requirements are that the volunteers be a current member in good standing with his or her Search and Rescue team and that they have volunteered the required number of years for the award requested It is our intention to maintain the program through the future, and in the fullness of time, the award levels will be increased to recognize volunteers reaching twenty or more years of service. Once the years of historical service are accounted for and acknowledged, the program will settle into a pattern of presenting the awards with natural progression as volunteers move through the years of service landmarks. As 2003 saw the launch of the program, we realize that the service periods for eligible volunteers will vary widely, the cut off date for the year 2009 eligible service has been set at December 31st, 2009, and any volunteers having completed five, ten, fifteen or 20 years of service as of that date are eligible for one or more awards, matching their years of service. Search and Rescue groups are invited to review their records and submit the names of eligible candidates, and where applicable, indicate those volunteers deserving of multiple awards. It is the responsibility the volunteer's Search and Rescue team, as well as the volunteer, to ensure that an application is submitted to request an award. Applications must be submitted to the RCMP "K" Division SAR Coordinator by February 28th, 2010. Incomplete applications will not be considered and will be returned. The government will buy the insurance this year, which will run until September 2010 which will allow all the options for a more permanent solution to be explored. Options could include national insurance coverage with the SARVAC insurance, paid for by the federal government or by both federal and provincial partners, provincial legislation similar to that being put in place to protect firefighters or a combination of legislation and insurance. Minister Danyluk announced he will be putting the insurance in place, to the Legislature this morning, following our meeting. 2. Minister Danyluk asked Harry Blackmore to talk to Algoma to see if they will give the government a pro-rated rate for the remainder of the year on the insurance- Harry will be getting back to the Minister by next week. 3. Minister Danyluk has met and will be meeting again with the federal Minister of Public Safety Van Loan to discuss the issue nationally. Danyluk is also Chair of a meeting in January with all the provincial Ministers attending and this issue will be on the table. 4. The issue of communication between the Minister's office and SAR Alberta was also brought up - it was made clear that SAR Alberta can call directly to the Minister's office and will be working with the Minister's Executive Assistant Ethan Baynes on the insurance issue. 5. AEMA Managing Director David Hodgins is meeting with Monica Ahlstrom this week to discuss improving the lines of communications with AEMA - Executive Director of Operations Colin Lloyd has also requested a meeting. RCMP Don Drebert and Monica Ahlstrom met with Mike Self and Al Fraser from RCMP "K" division in the afternoon and discussed the insurance issue and the consensus is that there are gaps in coverage, and that the proposed solution will close all of the gaps and protect the membership. SAR Alberta needs all teams in the province to let us know if you are taking the insurance or not and how many members you have, how many directors and your operating budget for the year. The original plan was to have the insurance in place by December 1, but some teams have not responded and others are not sure they want it. WE are now at the stage where a straight yes or no answer is needed. To address some of the concerns the SARVAC insurance is more detailed than any coverage you will find on your own. The people who work for Algoma and the lawyer who wrote it up with SARVAC are all SAR volunteers and so were very detailed in their approach. A gap analysis was done to see what areas may not be covered in a standard insurance policy. The policy is not just for liability, it is D&O, covers for fundraising, defence costs, tribunal costs, environmental spill costs, and on and on. Please check out the website and ensure that your team has gotten back to Mary Ann with SAR Alberta and that you have given a clear yes or no answer and if a no - an explanation. Nationally SARVAC is working with SAR Alberta and all the provinces to have the insurance paid for all teams across Canada. However, if they do not have accurate numbers they will not be able to move forward. This is important - if you don't have the information you need contact me directly. If you want the policy itself I will get Algoma to send it - however, it is a 65 page document that is very difficult to understand. Algoma has offered to do a more detailed overview of what is or isn't in the policy and send out whatever info you need. We will be moving ahead on this by the end of next week.
